Identify issuer and ledger
Start with the issuer and legal claim, rather than the word blockchain. A retail CBDC may serve public payments, while a wholesale experiment may admit only eligible institutions. Distributed-ledger testing does not imply a public, permissionless network. Record issuer, account or token model, access criteria, and settlement asset. Tokenised bank deposits, e-money, and unbacked cryptoassets can confer different rights despite similar digital-cash labels.
Pilot milestones and availability
Separate research, sandbox testing, consultation, legal authorisation, and issuance. A cross-border demonstration can involve a few institutions and simulated money, without creating a usable consumer service. Check currencies, transaction scale, participants, dates, and conditions for the next stage. Preserve an explicit statement that issuance remains undecided. Wallet support for an interface is weaker evidence than the issuer's rules on actual availability.
Define privacy and programmability
Ask who can see identity and transaction data, where information is stored, and what lawful disclosure rules apply. Offline payment is not automatically anonymous. Conditional payments, spending restrictions, contracts, and wallet features are distinct design choices. Read technical and legal documents before inferring powers over balances. Mark unanswered questions as unknown instead of treating a demonstration as proof of either complete surveillance or absolute privacy.
Build a traceable fact sheet
Keep the official text, publication date, project name, intended users, current stage, and unresolved questions. If two banks completed a test, report that test rather than a national wallet launch. Check that details from another jurisdiction were not imported into the story. Record corrections and seek official answers on access, conversion, fees, and complaints before treating a pilot as a service readers should fund.
